I design Runtime-Enforced Governed AI Operating Systems - execution environments where: • Policy evaluation is coupled to the moment of action • Authority boundaries are enforced natively in the control plane • Systems default to fail-closed behavior • Every material action produces an immutable audit receipt Traditional governance models rely on documentation, oversight, and retrospective review. In autonomous systems, that is latency. By the time a log is parsed, execution has already mutated state. Governance must be embedded in the execution substrate itself.
